In bacteria, the Electron Transport Chain (ETC) occurs in the cell membrane. Bacteria lack mitochondria, so the inner membrane of the cell functions similarly to the mitochondrial membrane in eukaryotes. In humans, the ETC occurs in the mitochondrial inner membrane. In both cases, the ETC generates ATP through oxidative phosphorylation by transferring electrons and pumping protons across the membrane to create a proton gradient.
